The ceremony was held at\r\n the Ministry of Foreign Affairs and Hon Okello Oryem Ag. Minister of \r\nForeign Affairs signed on behalf of Uganda Government while H.E Alexey \r\nVolin, the Vice Minister of Telecom and Mass Communication of the \r\nRussian Federation signed on behalf Russian Government.
